Because it's clearly not a GPU bottleneck, this seems like a network or CPU issue as a result of obviously fucked off code.

It can depending on the build, anamolous performance issues which take place in different places due to code variance.

 

I don't think there's any kind of actual hardware issues at play, just poor coding that mismanages resources.

Not really, it's pretty damn stable and really only buckles in some one off cutscenes.
