What does this have to do with tech or specs? PS360 had great looking open world games, yet it doesn't change the fact what technical requirements are. Simple yes or no question. No it can't. Because anything is can do, even if looking good will work within a specific set of specs and what is possible. How good a game looks =/= specs. Horizon, Uncharted and God of War look good but they are running on a fairly modest hardware spec. There are games that look worse and are more demanding, it's down to design.
