So they had 343 just develop it as a stand-alone program to sell on Steam? This actually hurts their plans for having an Xbox Game Store across multiple platforms. Its almost as if Microsoft's bigwigs are telling Phil Spencer to just port their games like a 3rd party publisher. Uh... it's coming to the Windows Store Phil wasn't blowing smoke when he said he wanted Xbox to be where people are. This is a sign that more games will come to Steam. As I had said before... it would be REALLY smart for Steam and MS to partner with each other and combat/kill Epic Game Store. MS games releasing on Steam would do really well for them.
