Just because it happened on government property doesn't indicate responsibility, people are crazy and this can happen almost literally anywhere. This is just shirking responsibility from the parent's for ensuring that their children get proper mental health care, and even in that instance if they were people still kill themselves. There's also the other possibility that one or both of these suicides bear no relation, some people just have issues and it takes a certain type of individual to kill themselves; not everyone is capable.
