The people who were excited about DMC5 went out of their way to play it back in February/March, the game started dropping in price rather quickly in April, especially the PC version. That means if you haven't purchased a copy of DMC5 by the time its hitting GamePass, its a pleasant surprise to get the game, but you're probably not super excited about it, because if you were you would've played it by now. So why'd they spend $19 million dollars RENTING a game that will A.) Not really move people to buy a new GamePass subscription, and B.) Not be on GamePass a year or two from now?
