No, it's really unclear what he actually did and a lot of people echo the sentiment.

 

Ybarra seemed like a nice guy, but I never really had a solid idea of what exactly his role was (aside from his literal one as Phil's VP). Virtually every other Xbox corporate VP has a pretty solidly defined role - Bonnie Ross runs 343, Max Booty runs first-party games overall, Kareem Choudhry leads their xCloud stuff, and so on.
