Yep.. not 20%... 21% exactly as of this moment!! Devs themselves aren't even going to have any idea how close these systems are based off their dev kits at this point. Neither of them are finished, and are most certainly in different stages of completion and priority. You can't even 100% use the hardware in them as a gauge for what each console will have. Assuming they both (PS5/Scarlett) mostly use the same core technologies, things like CUs, RAM, CPU cores, and clock speeds could be different for the final hardware.. so the specs of the current dev kits aren't the final say on the retail hardware. As for people not having dev kits... well.. a year in advance is about the time that they would start pushing out more finalized and "to the spec" kits for developers. They've undoubtedly been using PCs up to this point. LOL if you think that this means that most developers haven't been developing Scarlett games...
