The country is sparsely populated with huge distances between cities and income of tourists and outer tourism is small. So infection rates are below other countries for objective reasons. Moscow is not sparsely populated. In Canada we have cases in the Yukon and Northwest Territories, both have like 50k total population and millions of square kms.
