Borat tricks people into thinking he is really a reporter, the unsuspecting people do no know they're in a movie. 

 

So yes... Giuliani thought she was 15...he didn't know she was an actor.... He didn't know that She wasn't Borat's 15 year old daughter.    He also didn't know Borat is not a real person.
