microsoft gave them the IP. They knew 343 was a mid tier studio at best when they did it. 
 

if anything fire the idiot at Microsoft that gave one of their only remaining valuable and respected IPs and gave it to some amateurs.

They got something like 5 years and if rumours are trying a 100+ millions in budget.

 

No studio working on Halo would ever be considered mid tier on budget and time alone.

there’s plenty of big budget games that turn out to be absolutely awful.
