Is it true in America you get about 10 days off per year?

I resigned from my previous job after being there for 5 years. I had a nice 15 days vacations plus 5 personal days but I found a better opportunity so I had to start again with 10 days vac.

exactly. unless you are able to move around in a company, you will have to switch places, resetting your count to 10 (for most places).
