Accounts they generate can be imported to others with no way to ban the person creating them. This also doesn't track because if it were that simple GTAO wouldn't be considered nearly unplayable because of mod menu users and modders. Its at the point they can even enter private sessions and take over aspects of someone's game. I dont think people are rebuying GTA V over and over and over to troll people. 

Let's hope it doesn't suck.
