GTAO does come with next gen exclusive DLC stuff you can't get on the older systems. It's small in comparison to the usual update but it's there. The plan is probably the same with the previous gen when they slowly phase them out. PS5 and I assume Xbox next gen gamers are a huge minority and with the new consoles still being so hard to get it doesn't make sense to create so much parity at this point.

It's more performance than anything. The leap to ps5 is more quality of life. The load times were much faster in the ps4 version running on ps5 so this version might be a bit better. Also the improved frame rates should help with making cars seem faster and smoother. Everyone wants 6,so this isnt enough to hold them over.
