No the game isn't. Later areas drop below 40fps often... as per Digital Foundry. And no.. they aren't. LMAO it's pretty pathetic when people suggest you buy the PS4 version to play on PS5 to have decent fps I'd say the PC version is in a better state than the PS5 version now that the compilation stutter has been fixed. A locked 60 outside of a couple stutters on the open world when traversing from one area to the next is better than constant drops to 40-50 while you turn the camera
