Sony doesn't need one. That's literally all that 3rd party devs crank out these days. CoD got/gave a ton of preferential treatment from/to Sony this gen too. It's a quasi-exclusive. Nintendo has Splatoon which is technically a TPS, but it really doesn't matter, the gameplay isn't wildly different from an FPS. Metroid is an FPS and it's coming to Switch. Why doesn't Xbox have a flagship fighting game?
