The more likely scenario is that Navi was expected to come out in 2018, but since Vega got delayed for so long it didn't work out and that was probably the projected launch date. Edit: Additionally, we've been hearing about PS5 using Zen and Navi since Computex 2018 which contradicts Eurogamer's source (probably Panelo) .
