Yes that's exactly what it is. They used GP to screw over the devs. GP will obviously hamper retail sales (despite what Phil and lemmings were saying for a year plus that it wouldn't).... Developer is now left out in the dark because that deal with MS for GP is a publishing deal between MS and Square.

Once you commit to a skill you can't move, you can cancel into another skill to start a combo. If you're far from the enemy the attack wouldn't count as a hit.
