No it doesn't require an additional 16GB if you purchase physical. That eshop notice means if you're buying digital make sure you have at least 16GB of space to download and install the game. Read the thread updates. The Japanese version fit on the smallest Switch card available (16GB). The game itself is just over 12GBs.
