You're confusing the porting process with game design. It's a port of a game that was designed for higher spec hardware.

It's very ugly in general on Switch because the game was designed around PS5 level hardware that was then ported down, waaaay down to Switch 1. Targeting specific Switch hardware would mean the game was designed with switch in mind and then ported up to PS5. Like how MH Rise was designed around Switch... Specifically Switch hardware. (even though PC was planned from the jump as well) So from textures, gameplay, geometry, memory usage etc.. All designed specially around Switch hardware.
