The insurance cost varies by car and if your car is destroyed or stolen you can file a claim to get a new car that had the same mods and upgrades yours did right before yours was lost/destroyed. You have to pay a 10% (of the car's base worth) premium, though. Not a lot until you start buying exotic cars.

I've done that part a couple times helping nitric and rocko. Once you're on the ledge the one on the left has LoS on you for a little bit. Once you're in melee range of the Silver Knight on the ledge, you've LoS'd the other.
