So is there any explanation why Mr.X has nothing better to do than chase you?

Nemesis was supposed to kill the STARS memembers. Does this guy nothing better to do? Whats his mission anyways, and why is some lowly random cop even worth chasing. Leon's a nobody, literally some random rookie. Did I miss something?

 

There is a reason why Nemesis is much more iconic even with a game thats worse.

There are multiple of these tyrants which serve varying purposes, this particular ones intent is to recover G-Virus samples and kill any survivors in the police station. You have to remember the police station is the access point to the hive so its objective is to eliminate witnesses and also recover virus samples from Sherry. 

 

Your interaction with the tyrant is just a case of wrong place at the wrong time, he's not hunting you in particular but your presence is part of his mission and as such he aims to eliminate you. Nemesis was purpose built specifically to eliminate S.T.A.R.S. members. The only reason that Nemesis is iconic and not this tyrant is due to Nemesis being the face of the game and a huge part of the game, "Mr. X" was only a scenario B encounter, so I'd wager most people who played Resident Evil 2 never even saw him.
