Horizon probably has the better looking overworld than Ghosts.

 

But they don't have missions that justifying you wanting to explore that world. In many ways Horizon has no side missions to discover on your own because they either came from main missions, or you started the side mission at a main town in which you were brought there by the main missions.

 

And, the "Clear the gang hideout" missions in HZD are borderline terrible with almost no payoff. The ones in Ghosts are much more palatable, you come across these places on your own, or somebody you saved tells you about their location. And there's an incentive to clear these places out, because if you kill everybody there and takeover the hideout, it clears up a chunk of your map, and immediately shows any places of interest nearby. It helps you finish the game faster, if you're trying to look for everything.

 

Tip for people who have yet to play Ghost of Tsushima: Do not try to 100% walk over the first island. If an NPC shows you a gang hideout and it shows you a red marker on your map, clear it out. If you see a gang hideout very close to your path towards going to a main or side mission, clear it out. But don't go actively seeking them. After you get past the first major boss fight, you can move on to the second island, but they will automatically drop like 6 red markers on the first island, all of them in areas that are undiscovered if you follow my tip.
