Well Russia has some games that are IP banned. You can't access them without a VPN. Since for example Tera doesnt have a publishing license for Russia. But you can't buy games from the other stores even when you change PSN Store country. MAYBE it's something they plan to revise, change and improve on the eve of next-gen. But it's hard to know.
