If Stadia can't get publishers to release or announce games how are other services supposed to do it?

PSnow, XCloud and Steam streaming library growth is self explanatory.

How are Amazon, and the rest supposed to build their gaming libraries? Literally every other new streaming service.

Geforce Now charges you to play a limited library of games you own. I tried it, it works pretty well but I don't have much use for it.
