It's pretty clear to anyone even with a moderate amount of intelligence that Biden is saying that video games are a problem and contribute but they are not in and of themselves THE problem.

It's pretty clear what's being said and how it's framed. It's pretty clear that he believes it to be a factor but not the defacto one.
