Why do game companies make Ultra Texture packs a separate DL

I did not know Gears 5 had this until now, I been playing half the game with inferior textures.

true, but if it looks a little better I'll take off a few negatives I given this game.   

 

that f'n Act II boss was ridiculously cheaply programmed.  I'm only back now because I figured how to load cheats and get "No Reload" enabled.     

Reloading should be done away with, as all it's used today is to give the player a disadvantage.

Because they would need a more expensive double-layered blu-ray disc, or a second disc altogether, and it literally does save them pennies for each retail package, which would translate to a considerable amount of money if they manufactured millions of these things.

Because some people won't need them and the file size is often HUUUUUUGE. Might as well not force people to download an extra 30gigs if they don't need it.
