it looks like a last gen game in 4k.

Yeah, these guys look like they have Call of Duty-level environmental artists.

 

That's the benefit of a group of artists being left alone for years, to just keep on polishing the shit out of an entire level.

 

This is something that is usually achieved by planning a good old fashioned linear designed game, and determining which environments early on, without changing stuff over and over.
