On the Deck I pretty much just have it at 800p + XeSS and medium settings with a couple on high, and lock the FPS to 30, and it's essentially locked outside of a couple dips here and there presumably when loading. The Ally's superior CPU gives it much more headroom overall with this game. I could probably lock it to 40fps, but I'd rather just have the extra visual flourishes at that point. Deck just isn't powerful enough for a consistent 60fps with this game. Still crazy that handheld devices now can run games as beautiful as this one, with very little visual compromise when viewed on the screen itself!
