I think its safe to say, the Scarlett design is locked down as final with some possible minor adjustments.

For comparison, the PlayStation 4 SoC was locked down 2 years prior to release.

Well to quote an insider "MS's hardware cannot be guaranteed past this gen".

 

It's in the cards that Scarlett is MS's final console, if XCloud adoptation grows, and the console business shrinks. Then again XCloud might not grow, and XBox sales might be decent enough to continue beyond this gen. They are also questioning if the console market will be alive in say 8 years. The reality is MS themselves don't know the answer yet.

Microsoft doesn't even know the answer to this generation let alone the next.
