They figure they can get more interest ($$$$$) if people think it’s VIII without actually calling it that. Konami did the same thing with Peace Walker and said they had to drop the 5 from Peace Walker for reasons after it was already done and even had advertisements made, so people believed it was mgs5, only for konami to announce a mgs5 after that games release.
