Yep, they take all the BGs and resample them at 4x the resolution, and then put them back in. The upscaling process is simple, but it actually requires a bit of work right now for the end user to actually implement. It's not a simple drop-in replace-files-and-go kind of mod unfortunately. It requires that you have the 7th Heaven mod installed as well as a couple of other things. Nothing too crazy, but still more trouble than most people are willing to go through at this point anyway.
