Because it's clearly not a GPU bottleneck, this seems like a network or CPU issue as a result of obviously fucked off code.

Yea I dunno.  It is what it is though :shrug: 
 

Actually it can't be a CPU issue.. the OG Xbox One performs just fine lmao

It can depending on the build, anamolous performance issues which take place in different places due to code variance.

 

I don't think there's any kind of actual hardware issues at play, just poor coding that mismanages resources.
