They didn’t develop a new game. They changed the name from NFL to all pro football and made new teams, players, and stadiums. The game is identical source code. 
 

SONY could have lost the license and made “the show”. If MLB contracted a different developer, they couldn’t make the exact same game, because the code is owned by Sony.
