One of your (corrupt) agencies requested that user data, so they more than likely have something solid linking him to the account. History on his phone/computer perhaps? Who knows. That's a lot of conjecture in that wall of text. It's an investigation stuff has to be confirmed before it can be considered facts. They will look at all leads.
