They're referring to the XBL implementation in Cuphead in comparison to the XBL SDK not coming to Switch at the moment. 

 

Basically they said... we're bringing more games to Switch with the same type of XBL integration as Cuphead. 

 

How your dumbass read that to mean more indie games ALONE is beyond me

Valve doesn't buy games, that's not their business model. Developers/Publishers like Microsoft self-publish on Steam and simply agree to the 30% cut. That's all it is, just like any other game on Steam.

Also it's very clearly stating more games like Cuphead so release partnered titles and indie games, my next guess would be something like Tunic.

They have two games on Switch which were previously released multiplatform games which they acquired years later. Windows is their platform, and those PC games are Windows only. Steam is a storefront. 

 

Do you see any Lynux or OSX builds of their games? Nope.. Those are a different platform.
