Alaska is probably the closest example to Yang's proposal https://knowledge.wharton.upenn.edu/article/alaskas-experience-shows-promise-universal-basic-income/ I would also add that no change in labor participation is a positive net result for UBI, the point isn't to increase labor participation it's to take the edge off the industrial AI revolution we're about to experience.
