On Nvidia's side, Samsung... on AMD's side, consoles.  Samsung was having issues getting enough silicon wafers as well as other component shortages.  AMD shifted some TSMC allocation for their GPUs to consoles instead to satisfy Sony and MS.  Then of course, for both... scalpers and miners.
