The base mode is 4K 30 FPS, 30 FPS has been the baseline for Horizon in every single entry. On Xbox One the game is 1080p 30. This 60 FPS mode is a supplementary addition being added due to player feedback and requests. Xbox One X is selling fine without any doubts, it has more than enough games and has more enhanced support than the PlayStation 4 Pro, and at no point was it ever expected to be a 4K 60 machine. Your posts are a clear indication that you've never touched Forza Horizon anything.
