No interesting enemies (Kill humans only) No "dungeons" with complex enemies, platforming, cool shit etc Zero cool abilities, clunk run, clunk shoot.. and umm... What else? Dan Houser legitimately thinks he's a good storyteller with his writing. Rockstar games have stories, they may have some nice memorable parts, but they just serviceable stories.
