I know the hermits don't want to hear this, but its clear that consoles are pushing tech forward, not PCs. Despite spending $1200+ on a brand new system, my rig probably can't even do ray tracing comparable to the measly Series S at a playable framerate.

No.. it's quite clear that PC's are pushing tech forward.  PC's have had better RT tech for 2 years already.  SSDs since forever ago.  VRR for forever ago too.  All the "new features" that these consoles support, have been done and available on PC for a long while now.

The 2060 will destroy the Series S in RT performance an that was released for $350 almost 2 years ago now.

But can a PC fast travel in the Witcher 3 in under a second?

nah, PCs are just testing beds for consoles that end up making way better use of the tech that gets introduced on PC first (for a lot cheaper). I also expect this to be the first gen where the load times on consoles might actually blow away what you get on PC.
