I heard the climax in 3 has the craziest stuff in the series. Anyway so far i'd rank them as such: 1 > 3 > 2. The shooting is simpler and faster paced, to the point where it just feels too arcadey. Then theres the fact that because people complained about the content in the first one they added a bunch of BS unlockables including craftable cards that can be gotten through pay 2 win lootboxes. All they had to do was take the original and add more content, but somehow they managed to screw that up. Its mechanically inferior and less polished than the first game. And don't even get me started on the loot crate bullshit that might be the worst of its type so far. You can randomly unlock upgrades that basically give you a significant gameplay advantage....its complete bullshit. Also Sure as hell doesn't play like a game with that budget.
