It's the same reason why DOOM doesn't play like CoD despite being the same genre and might appeal to a different crowd. Not to mention one being more SP focused while the other being MP focused. Because MS first party games are re-inventing the wheel every time they are making a new game and aren't part of an already established formula! Very few games actually are their own original takes on something now, %99 of releases are built upon the foundations of other similar games before it.
