Because the fourth Forza Horizon game, and second one during this gen, isn't reinventing the genre. BotW the biggest example, I could come up with a gigantic list of faults and major issues it has yet what it got right warranted a 10 in many reviewers minds. Incremental but significant improvements in yearly or bi yearly franchises pretty much have this as their ceiling for a score. In the end who gives AF, it's gotten an incredibly great score.
