This is the way I see it.

 

Microsoft CEO sees the Xbox division as a failure.  He tells Phil Spencer "we're going to give you ONE MORE CHANCE at hardware, but in case you fail, we're going to start moving to games over to other platforms."

 

"if Xbox doesn't win or substantially grow within this next console gen, we'll abandon the hardware and just be a service on other platforms."
