This is like saying why didn't metal gear solid go open world before GTA did it. Most likely production constraints. There are many franchises that became open world in their sequels. That little invader guy before her was also a dick head with his bullshit counter get the lone wolves summon. i beat her without it (i believe i used the rotten breath incantation). however, it seems like the lone wolves in phase 2 is the way to go. you can upgrade your summons btw. Im using the bloodhound fang sword upgraded to +3 i think right now. It rapes most normal enemies and its combo attack slaps. Also has bleed.
