That's like saying why bother engineering better automobiles and traffic laws, just wear more padded clothing to increase your chances of surviving, and choose to drive at certain hours of the day where there's less traffic.

Knowing what we do about police behavior and brutally, why would anyone purposefully tempt fate?  We know they have a shoot first mentality.  I would rather be arrested wrongfully than shot in the back.  Yes everything they did was wrong and criminal,  that doesn't change the outcome.

Someone who is aggressively disobeying the police suddenly opens their car door and then REACHES down towards the car door pocket/under the seat, places where someone could easily store a handgun. What else is the nearest officer supposed to do? He has a split second to make a decision, and he's not going to just sit back and politely allow someone to potentially grab a lethal weapon and use it on them.
