Theres no way its just a game at this point, so we can rule that out. 

 

If a partnership with MS isn't it, then im not sure it would be a partnership with any other company

 

I can only think that its a hardware announcement. Either a new console or handheld coming directly from SEGA.....which would be huge.

At this point, why not create a Sega handheld device that plays everything up until the Dreamcast. Or it comes with Genesis and Saturn games, but if you want to extend it to play Dreamcast games, they could sell 1-2GB flash cards to plug in or download them onto a microSD card from Sega online store.

funny thing, Coleco made a PlayPal handheld about 10-15 years ago that was essentially a miniature SEGA Game Gear, more comparable to the Game Boy Micro.  It was loaded with 15 Game Gear / Master System games.

To add insult to injury, Sega already knows that the screen is small, so they are selling a magnifier add-on separately

 

CORRECTION: Some stores are giving it if you pre-order all four versions of the Game Gear micro.

And even, worse. Its $45 for each one.  And the reason why each color matters is because each version comes with its own 4 games pre-loaded.  So, if you wanted all 16 of the games they are offering (each game is less than 1MB in size), you'd have to pay $180 for four Game Gear micros.
